It seems to us that they have identified a lot of the problems concerned with collecting cash but have totally failed to see the obvious, that the entire basis of formulating assessments is wrong and so the conclusions they draw are fundamentally flawed. They seem to have an unjustifiable belief in the correctness of the Child support act, and the continuation of the "dads a money machine" mentality. No concept of shared parenting, encouragement in that direction and absolutely no concern for dads costs when he has the children. It's as though these people have no idea of what being on the receiving end of this damned agency is like.

Again dad is totally ignored other than as the guy that's going to pay and their whole emphasis is on screwing the cash out of him and how the agency must become more efficient at extracting every last coin out of him. No references are made to any of the major flaws in the system concerning:- access issues, the fact that dad also has to support the ex's lifestyle, that everything revolves around the benefit book, that the government pockets the difference between what dad pays and what she gets when shes on benefit.

In reality we are sure that this approach is no better and will fare no better than both previous systems, it doesn't really matter how efficient they become at all. If they continue to basically rob fathers to fill the coffers of the treasury they will still face the very same non compliance and the jails will fill with fathers.

They seem to make an issue of the extra ten pounds that will be added to the PWC benefit, inferring that this ten pounds takes families out of poverty, while ignoring the fact that hundreds, even thousands can be "stolen" by the government in the very same transaction and that in some cases two sets of children are involved.

Our conclusion. If this is the outcome and recommendation for setting up the new system it will almost certainly fail.

We advocate working to ensure it fails, non compliance and we would urge everyone to fight CSA in every way they can. We ask that you make every involvement with CSA as complex and as expensive and as time consuming as you can. They must be force to re-evaluate the whole system from the ground up. If that means we need to fight on until CSA4 or CSA5 or until we get a government that will not ignore these fundemental issues,so be it.

We urge the government to carefully reconsider it's entire approach to this subject and we assure both government and the tax payer that we fully understand children have financial needs and we do advocate that fathers play an active part in the financial upbringing of their children however we do not accept the current model or the proposed model or the current proposed remedies for that failed model and we will actively work to destroy both.
