OK lets pass an act of parliament, they all believe this stuff is law even although its not so we'll catch them with that saying they are the liable person. In the Act we'll preclude the Judge from looking at any evidence concerning money, yeh... that should do it. Ha ha the case is about money so that's a scream, ok finally let's make sure we tie them down for ever, either they pay us or we torture them for life with say... lets think, Hmmm... driving bans, max two yeas every time we take the sucker to court. Hey, we could keep taking a licence of a guy all his life until he finally pays up.
ok so we use the act to say he's the liable guy but what about proof, you know the old maxim in law, liability without proof is no liability at all. Oh that's all right well use the act as the proof as well, he a father for christ sake so he liable if he's liable and he's a father and we say he has to pay then the Judge will just do him over and he'll pay or else we'll torture him forever...
